AI and the Pentagon: When Technology Meets Military Strategy

1. Where did it all begin?

The Pentagon’s interest in artificial intelligence did not appear suddenly with the popularity of ChatGPT. In fact, the U.S. military has been exploring the use of AI for more than a decade. The major shift, however, came after 2022, when the launch of advanced language models demonstrated that AI could analyze, interpret, and synthesize information at a scale and speed impossible for humans.

For institutions such as the Department of Defense, this capability has clear strategic implications. Modern militaries operate in a data-saturated environment: satellite imagery, intercepted communications, intelligence reports, strategic simulations, and complex logistical models. The ability to process this information quickly can make the difference between a slow response and a timely decision.

At the same time, there is also a geopolitical dimension. The United States is not the only country interested in military AI. China is investing heavily in the development of artificial intelligence and autonomous systems. In this context, American military leaders have begun to view AI as a strategic technology, comparable to nuclear energy or the internet in terms of its potential impact on the global balance of power.

As a result, the Pentagon began looking for partnerships with private-sector companies, particularly those developing advanced artificial intelligence models.

2. Claude, initial hesitation and OpenAI’s acceptance

In the early stages of these explorations, attention also turned to Anthropic, the company behind the Claude model. Anthropic was founded by former OpenAI researchers and is known for its strong emphasis on AI safety and limiting risky uses of artificial intelligence.

This orientation made Anthropic appear to be a highly capable technological partner, but also an extremely cautious one when it came to military applications of its technology. For a company built around the concept of AI safety, direct collaboration with military institutions raises ethical and reputational questions.

At the same time, OpenAI adopted a more pragmatic stance. Although the company initially had strict policies regarding the military use of its technology, these policies gradually evolved. OpenAI’s distinction lies between the use of AI for autonomous weapons and its use for analysis, planning, or security.

In this context, OpenAI adopted a pragmatic position, accepting collaborations with government institutions, including defense structures, provided that the technology is used for analysis and decision-support rather than for the direct development of autonomous weapon systems.

3. Reactions and the effects of the collaboration

The acceptance of collaboration between OpenAI and defense institutions did not go unnoticed. Within the technology industry, there is an ongoing debate about the role of private companies in military projects.

Critics argue that the involvement of AI companies in defense structures could accelerate the militarization of artificial intelligence. There are concerns that these technologies might eventually become components of autonomous combat systems or intensify military competition among major powers.

On the other hand, there are also pragmatic arguments. Supporters of such collaborations claim that the development of military AI is inevitable, and that the real question is not whether it will happen, but who will define the rules and limits governing these technologies.

From this perspective, the involvement of Western technology companies in security projects could help establish stricter standards for the responsible use of artificial intelligence.

4. What the military future could look like

The integration of artificial intelligence into military structures does not necessarily mean the immediate appearance of autonomous combat systems. In reality, the first applications are far less dramatic, yet extremely influential.

AI can be used for strategic analysis, rapid interpretation of intelligence data, geopolitical scenario simulations, or the optimization of military logistics. In such contexts, artificial intelligence becomes a tool that amplifies human capacity for analysis and decision-making.

At the same time, the development of these technologies raises important questions about the future of warfare and how societies will control their use. Just as there were international treaties regulating nuclear or chemical weapons in the past, it is possible that future agreements will establish clear limits on the use of AI in the military domain.

Regardless of the exact direction in which the technology evolves, one thing is becoming increasingly clear: artificial intelligence will not only transform the economy and everyday life, but also the way states think about security and defense strategies.
